first, the bush administration and then the obama administration had a positive attitude towards the president's policies the progress that was achieved under them. the obama administration took some steps that reflected the implicit language -- linkage between the policies of taiwan and u.s. taiwan relations. some in taiwan say that the steps somehow were designed to influence the campaign. i don't know the answer to that question, but i think that the linkage is there and it's going to get expressed in concrete steps. some of you know that they're certain amount of discussion, at least in washington, about the concept of abandonment. one version of it is taiwan is abandoning the united states in favor of very close relationship with china. some people think this is a bad thing and some people actually think it's a good thing. then there are other americans who essentially say the united states should abandon taiwan, that u.s.-china relations are just too hard with the taiwan issue outstanding, we should regard it as a strategic liability and cut our losses. i actually think both of
